第一篇：技术部管理职能分工

技术总工（技术负责人）：

1）全面负责项目部的技术管理和质量管理工作。贯彻执行技术政策、法律法规、技术规范和技术标准，落实上级主管部门的管理要求。

2）负责项目施工技术准备工作；

3）负责组织施工组织设计、施工方案、各项技术交底（包括质量保证措施、安全

保证措施、工期保证措施、季节性保证措施等）的编制，负责施工组织设计及其变更的 审核，负责施工方案的审核和各项技术措施的审批，确保工程施工过程控制有科学先进 的依据；

4）负责施工组织设计交底，包括施工组织设计文件内容交底，季节性施工方案、外架搭设方案、安全专项方案等重要分部分项工程施工方案交底，并对施工组织设计、施工方案、技术措施等实施进行指导、监督，确保有效实施；

5）组织图纸预审、会审，并形成图纸会审纪要；

6）负责重大设计变更、重大工程洽商的审核、审批工作；

7）负责主持危险性较大工程安全专项施工方案的审核及专家论证；

8）对质量通病提出预防措施，对施工中出现的质量问题提出纠正措施，对重大质

量事故负有上报、参与调查、分析及制定纠正措施并组织落实的责任；

9）负责组织对不合格品的鉴定、分析、处理并提出整改措施；

10）负责新技术、新材料、新工艺、新设备的论证、优选、应用及推广工作，并做

好总结与申报；

11）负责分部分项工程施工技术交底的审核；

12）对项目的安全管理负技术责任；

13）对工程材料设备采购负技术质量责任，监控工程材料设备采购满足图纸、规范、技术标准的要求；

14）负责试验管理与监控，包括试验计划的编制、试验过程监控；

15）负责测量管理与监控，对重要部位的测量成果进行审核，并监控复测、复验；

16）负责施工过程的控制与管理，以过程质量来保证工程质量与创优目标的实现，包括质量验收计划的制定与实施；

17）负责分部分项工程的验收组织；

18）组织并参加竣工验收，协调交接工作；

19）负责工程技术档案及竣工资料的组织编制，审核与移交；负责指导、监督和检

查本工程实施全过程技术管理和质量管理文件、记录的及时收集、整理、成档、归档，并对本工程交工资料的完整性、准确性、真实性负责；

20）负责项目工程技术人员（包括所有总承包范围内的工程技术人员）的组织管理，主抓技术部、质量部及深化设计工作，负责全项目的技术、安全、工程质量等方面的协

调检查工作，并协调技术、质量部与工程、安全、物资、商务部门间的工作；

21）负责科技示范工程的策划、申报、实施、总结及验收等工作；

22）督促检查分包工程的检验、试验工作，协调好总分包工程技术管理和质量控制

工作，确保分包工程符合规范、标准和分包合同规定；

24）完成领导交办的其他工作。技术员：

1）参加图纸会审，参与本工程的施工组织设计、施工方案和冬、雨季施工措施的

编制与交底工作。指导、检查施工组织设计、施工方案及施工措施的实施，必要时对其

按程序进行修改；

2）及时办理工程设计变更与工程洽商记录，并指导执行；

3）积极参加QC小组活动，做好活动记录，整理好成果资料，并配合发布；

4）按工程技术管理工作计划，负责检查、实施。做到计划可行措施得力、检查全

5）完成领导交办的其他工作。试验员

1）在项目技术部门的领导下，负责本工程的各项原材、施工试件取样送检；

2）负责监督、检查进场各种原材料、成品、半成品材质，及时整理试验成果，及

时汇报；分类汇总，定期报项目资料室归档；

3）做好现场混凝土塌落度、试块的台帐及原始记录和汇总；

4）做好装修材料控制有害物质的送样检测，配合甲方做好室内环境污染浓度的检 测；

5）做好结构实体检验、测温及保证现场标养室内温度和湿度符合规范要求；

6）做好配合现场材料员、质检员对进场材料外观检查并作好记录。

7）完成领导交办的其他工作。测量员

1）在项目技术负责人的领导下，负责本项目的测量工作。

2）认真熟悉图纸和有关变更通知单、图纸会审纪要等资料，做好施测记录。

3）测量员必须认真填写施工测量记录表格，保存完好的原始记录，做好施测日记。

4）认真完成施测项目，要为生产着想，特殊情况随叫随到。

5）测量员必须爱惜自己使用的测量器具，认真保养，保持外观清洁。

6）对无故损坏仪器或失职导致仪器损坏要追究个人责任，依据损坏程度进行赔偿。

7）测量员工作责任重大，稍有不慎，会造成不可挽回的永久性缺陷或巨大经济损 失，因此在施测过程中要认真负责，严格执行测量复核制度。即测量员测量后，由项目

责任工程师、质检员和项目总工进行复核（其中工程定位测量、基坑开挖线、最后一步

土方标高、底板控制轴线、±0 控制线及标高、转换层控制线及标高、主体标高及垂直

度、竣工测量由项目总工复核后，报分公司技术部进行复核）；复核无误后请报监理(业主)验收。

8）完成领导交办的其他工作。资料员

1）负责图纸的收集保管，负责工程技术资料的收集整理，按技术资料整理要求装

订成册并存档；

2）负责下发、收集、检查各工序原始记录；对全部收存资料进行编目、登记；

3）及时收集并汇编各种试验数据、材质证明、出厂合格证，发现问题及时汇报；

4）负责工程施工过程中各阶段资料的收集、整理；负责整理、编制竣工文件；

5）严格执行资料保管制度，所有工程资料做到真实、可靠、齐全，复核资料的交 圈检查；

6）负责对工程各分承包方资料的收集、整理和汇总，并检阅有无缺漏。

7）完成领导交办的其他工作。

第二篇：生产部、设备技术部职能分工

H．生产部：

1、负责生产组织管理

1.1 根据公司下达的加工生产计划，作好前期准备并组织具体实施，完成烟叶复烤加工及废弃物处理等任务；

1.2 参加业务部组织的合同评审、生产策划，并提出相关意见

2、负责生产过程管理

2.1 对生产过程中的产品质量进行控制，确保符合工艺指标要求；

2.2 负责生产现场管理，定期对生产、动能、废弃物处理等车间的现场文明生产、定置管理进行检查与考核，排除生产隐患和生产现场出现的问题。

2.3 组织召开安全生产调度会议，协助做好调度会议决议的起草、下发及检查、考核工作。2.4 负责生产过程中发生的质量、安全问题及事故的协调、调查与处理工作。

3、负责生产统计管理

3.1 及时、准确填报生产报表，按规定时间向有关部门报送生产报表。3.2 组织对生产情况进行统计分析，掌握生产情况

4、负责生产成本管理

4.1 负责组织开展生产成本节约降耗活动。4.2 负责生产过程成本管理监督抽查。

4.3 负责组织生产成本统计分析，对生产成本控制与管理中异常波动组织纠偏。

5、负责生产设备管理

5.1 按公司设备技术部有关规定搞好设备管理，遵守设备安全技术操作规程。

5.2 负责组织操作、实施生产现场设备（包括精选线生产设备）的运行、维修、保养和润滑情况，加强设备生产过程管理及事故控制，保证生产的正常进行；

5.3 负责生产设备大修维修计划的提出并具体实施；配合设备技术部完成生产设备的项修工作；

5.4 负责部门管理范畴内的外协维修现场监管及验收工作； 5.5 负责生产相关的备品备件需求计划的提出、验收及使用工作； 5.6 负责设备有效作业率的统计；

5.7 负责生产相关计量器具的检定工作，保证公司计量器具得到有效控制；

M、设备技术部

1、负责公司工程技术综合管理

1.1 负责公司新建、扩建、扩大生产能力等新增固定资产投资的管理。负责上述新增固定资产的论证、经济分析、选型、谈判、购置、安装等的实施。

1.2 负责公司设备技术创新与改进的管理，负责设备技术类创新课题的归口管理，并组织课题项目的评审、论证、实施、验收和鉴定工作。

2、负责基建、零星外协维修项目、技改工程项目的全过程管理 2.1 负责组织技术改造项目的技术交流、技术研究和技术论证；

2.2 负责组织开展技术改造项目的经济分析、报批、报建、评估、组织项目设计，项目招投标、施工及施工队伍管理、监理、咨询、验收等全过程的管理；并负责技改项目“三同时”的管理；

2.3 负责基建基础管理，按有关规定及时、准确上报基本建设统计报表或文字报告 2.4 负责公司零星外协维修类项目采购工作；

2.5 负责收集、整理、保管好新建工程项目（竣工前）和零星工程的竣工资料或大型维修工程的技术资料；

2.6 负责施工现场管理，负责项目现场技术指导；工程质量、进度、施工状况、施工安全监督检查、项目竣工管理，提交竣工报告、邀请有关单位和部门验收，督促整改存在问题，搜集、整理、移交竣工资料。

3、负责设备设施的归口管理

3.1 根据行业有关设备管理的方针、政策和法规及公司的发展规划，制定公司的设备管理制度，并指导、监督和组织公司各部门做好设备、设施管理工作；

3.2 负责公司范围内与生产相关（包括选叶设备及质量检测、检定）的设备设施的选型、采购工作，负责公司范围内安全、管理、生活的固定资产类设备、设施的选型、技术管理及维护、维修管理；

3.3 负责公司设备设施的综合管理，制定各设备和计量及检测器具、特种作业设备技术标准，并督促各使用部门执行设备的安全操作、保养、检定、维护维修标准； 3.4 负责生产相关设备大修检修计划的审核及监督实施，使设备处于良好的状态； 3.5 负责特种作业设备的归口管理工作（使用部门负责送检），确保公司特种作业设备得到有效的控制；

3.6 负责生产设备大修、项修计划的编制，并组织实施及验收； 3.7 负责组织设备设施管理工作的考核与综合评价； 3.8 负责组织生产设备、动能设备事故的调查及上报；

4、负责计量管理

4.1 负责建立健全公司计量管理体系，强化计量管理；

4.2 负责非生产计量器具的检定与管理工作，保证公司计量器具得到有效的控制； 4.3 负责公司水、电、汽的计量数据的管理，并建立完善能源管理制度，负责节能降耗管理工作；

5、负责备件的计划及成本管理

5.1 负责审核备品备件的计划申报，在保证满足设备正常检修的前提下，减少库存储备量； 5.2 负责非生产备品备件的验收工作； 5.3 负责公司所有备品备件报废过程管理；

6、负责信息技术管理

6.1 负责全厂计算机的选型、验收、安装和调试的管理； 6.2 负责OA系统的技术维护；

6.3 负责软件和硬件的维护、升级与备份； 6.4 负责全厂计算机系统的正常运行；

第三篇：技术部部门职能

技术部部门职能

各小组主要隶属职能：

一、设计组：

1、根据需求设计软件产品的UI（用户界面及交互设计），完成图标设计，整体配色设计；

2、对推广宣传资料的设计制作；

3、负责公司产品的视觉设计，包括软件产品界面（包含网页应用、客户端应用等）、图表设计、logo设计等；

4、配合产品经理、开发人员完成原型或DEMO设计；

5、负责制定项目UI的详细设计规范，参与整理详细功能的设计规范文档；

6、参与根据新产品的市场需求与技术实现的结合匹配，主动有效的与项目团队成员沟通合作，保证产品高质量按时正常上市；

7、参与市场调研，归纳产品功能特点、提炼易用性、友好性、特有特色特点。

8、负责产品的用户习惯分析、可用性分析、功能设计并撰写相应文档；提交各类竞品的UI操作方式与流程对比分析报告；

9、负责快速响应市场及用户的反映，进行设计、优化和完善设计；

10、网站CSS样式代码编写。

二、WEB开发组

负责WEB网站的开发、部署及维护

1、明确网站开发的目的、网站开发的需求；

2、根据网站现有代码，对网站的需求进行分析，制订网站开发所涉及的各种计划，确保网站完成后可以正常安全的运行；

3、进行设计、编码、文档编写工作，完成所要求的软件特性；

4、测试和修复，确保将要提交的软件具有良好的质量（其中测试包括黑盒测试：页面样式测试、功能运行测试等，白盒测试：程序代码运行测试等）；

5、安装、提交开发完成的软件，建立可供用户使用的环境；

6、对公司用户使用情况及各种情况的数据统计；

7、解决公司产品线中相关的技术难题，提供技术支持；

8、负责公司网络安全和信息安全的工作；

9、负责参股公司技术问题；

10、开发Web Service服务相关接口；

11、数据库维护；

12、维护公司网络，硬件、软件等设备的设施；

13、配合公司风控、财务、客服、市场等部门的数据调整和维护网站的业务正常运行；

14、软件测试环境搭建包括测试数据库服务器搭建、源代码管理软件搭建、测试Web站点搭建、自动服务搭建。

三、APP开发组：

1、根据公司产品发展方向，参与手机客户端产品研发；

2、积极配合UI设计师和产品策划人员研究并改善用户体验；

3、根据项目需求，独立负责公司Android、IOS平台下的产品应用程序设计、开发、维护；

4、根据需求进行手机客户端软件的设计、开发和维护；

5、与项目相关人员配合共同完成手机应用软件的开发设计工作；

6、遵循软件开发流程，独立的进行应用及人机界面软件模块的设计和实现；

7、手机应用软件开发环境（平台及工具软件）的设计、实现和维护；

8、按照项目计划在保证质量的前提下、撰写规范技术文档,按时提交高质量代码,完成开发任务；

9、整理SDK以及用户常见问题文档。

四、运维组：

1、负责桌面计算机软硬件（计算机、显示器、电话、网络设施和其他附属硬件设施，如打印机、扫描仪）安装、配置、升级、运行维护与管理，保障桌面系统正常运行，满足日常工作的需要；

2、负责对网络设备、服务器及安全系统等运行监控与管理，负责对公司综合布线系统的维护与管理；

3、负责网络以及服务器的网络设置、维护和优化、网络的安全监控、系统性能管理和优化、网络性能管理和优化；

4、撰写运维技术文档，统计整理运维数据；

5、负责配合开发搭建测试平台，协助开发设计、推行、实施和持续改进。

第四篇：技术部人员职能

技术部人员职能

1.技术员

（1）在作物经理的安排下进行示范试验的工具准备、农户信息记录、实验数据记录等内容。

（2）从植物生理学、土壤学、果树栽培学、植物保护学等方面提升专业技能，充分理解主攻作物。了解公司产品。

（3）平时注意观察所辖区域作物生长状况、气候变化等，当地作物多发病虫害、极端天气等突发情况要及时向作物经理汇报。

（4）每周一向作物经理汇报上周工作总结和下周工作计划（包括自我知识储备内容和具体业务内容）。

2.作物经理

（1）结合当地作物实际情况编写试验方案。做好示范试验数据及图片收集整理工作，规范填写，及时上报。

（2）完成作物组长布置的工作任务，安排技术员工作。掌握作物在当地的基本情况。（3）从植物生理学、土壤学、果树栽培学、植物保护学等方面提升专业技能，充分理解主攻作物。能从理论上合理解释作物各种“临床表现”，并能结合产品对症下药。

（1）完成作领导布置的工作任务，安排各作物经理工作。掌握当地作物基本情况。及时修改作物经理上报的试验方案，规范填写，按时上报。

（2）对主攻作物有所侧重外，对其他作物也要基本掌握。能从理论上合理解释作物各种“临床表现”，并能结合产品对症下药。掌握产品各种成分的作用及原理。

（3）每月5号向技术经理汇报工作总结和工作计划（包括自我知识储备内容和具体业务内容），提交上一阶段示范试验资料。（4）培养工作小组的热情和凝聚力。4.技术经理

（1）按需进行团队培训和管理，提升团队理念、技术和业务能力。（2）对植物和产品作用机制了解透彻，掌握各区域作物基本信息。（3）领略公司战略并细分、执行。

（4）了解技术人员工作动态，掌握各试验动态。每月6号向技术总监汇报上月工作和下月工作计划。

（5）撰写各种文字材料，资料汇总归档。5.技术总监

（1）培养团队凝聚力和提高团队竞争力。（2）合理处理危机。

（3）准确把握公司战略并细化、高效执行。（4）对植物和产品作用机制了解透彻。

（5）每月7号面向作物经理以上人员召开网络会议，在线问答，进行工作梳理。说明：

1.必须以书面形式进行工作汇报，作物组长汇报工作时，要把作物经理和技术员的工作汇报以WORD附件形式附到自己的工作总结后，发送电子版到负责人邮箱。

公司各轮在船长统一领导下，按甲板、轮机两部门为单位, 实施安全与防污染操作方案、搞

好防恐反恐船舶保安，确保SMS在船有效运行。

Master is the first responsible person and the supreme leader for the safety of the ship, who is led by and responsible to the General Manager.He shall be thoroughly responsible to the safety of the ship, crew and property as well as the pollution prevention management.His specific duties include, but not limited as follow: 1.1.执行公司安全和环境保护方针，完全熟悉公司SMS，负责对船舶实施SMS管理； Implement company’s safety and environment-protection policy, be completely familiar with the SMS and be responsible to implement SMS management to ship.1.2.以简明的方式发布相应的命令和指示，在船舶营运过程中，全面考虑，统筹安排，正确执行SMS的各项规定，保证所有命令和指示都得到有效的执行；

The third officer 三副在大副领导下，其安全管理职责为但不限于下述：

The third mate is under the leadership of the Chief Officer.His specific duties include, but not limited as follow： 4.1 参加船舶航行值班，靠离泊操作时，在驾驶台协助船长指挥；

Join the navigation watch, to assist the captain on the bridge when berthing/un-berthing operation.4.2 按船长指示协助船长管理SMS文件，接受船长指示，做好交办的工作，对船长负责；

To assist management the SMS documents according to master’s instruction, to be responsible for master and accomplishing the designated work.4.3 主管全船消防、救生设备的使用和管理，保持齐全、有效、足量；

Be in charge of using and management of ship’s fire fighting and lifesaving equipments, to keep them complete, effective and sufficient.4.4 负责编制应急演习部署表、卡、牌交大副审核、报船长批准；

Be in charge of formulating the muster list, muster card and muster tablet for emergency drill and submit them to the Chief Officer to examine and verify, then report them to master to approve.4.5 驾驶台值班负责人，指挥、监督值班水手的操作，Bridge head on watch, to command and supervise the operation of duty sailor.4.6 服从大副的在港值班安排。

Comply with the Chief Officer’s duty arrangement in port.4.7向大副报告发现的风险源。

Assist the Chief Officer carrying out the work plan of the deck department safety and pollution prevention.5 GMDSS操作员

GMDSS Operator 5.1 主管无线电通讯、无线电通讯设备的使用和维护，无线电通讯设备技术资料的管理； To take charge of communications, using and maintenance of radio communications equipments, and the technical data management of radio communications equipment;保证船舶与外界联络畅通；

To ensure the communications between the vessel and shore smoothly;5.2 在船长领导下，按船长指示办事，对船长负责；

In the leadership of the master, according to the instructions of master, responsible for the master;5.3 规范统一操作，保持通讯设备技术状况良好；

To integrate the operation standard and maintain communications equipment technical in good condition;5.4 未设置GMDSS操作员的船舶，由船长指派具GMDSS操作证书的驾驶员替代。

If the vessel does not manning the GMDSS operator, the master will assign officers who hold a certificate of GMDSS as the alternative.5.6向船长报告发现的风险源。

Boatswain 水手长是水手的班长、大副的甲板养护工作助手，其工作职责为：

Boatswain is the sailor's squad leader and the assistant of the Chief Officer on the deck maintenance work, his duties are as follows: 6.1 在大副领导下，带领水手做好甲板部日常例行和维护、保养工作，对大副负责；

Under the leadership of the Chief Officer, the Boatswain lead the sailors to do their daily routine maintenance work of the deck department and he is responsible to the Chief Officer.6.2 参加装卸值班时，带领值班水手按值班驾驶员要求工作，对当值驾驶员负责；

While participating in loading and unloading operations, the Boatswain on watch who should be responsible will lead sailors on duty working according to the instruction of the duty officers to whom the Boatswain should be responsible.6.3 靠离泊作业时,在船首部带领水手参加系/解缆或按要求参加抛起锚作业；

During the berthing or un-berthing operations, to lead sailors participate in mooring, unmooring, let go anchor or heave up anchor operations at the bow.6.4 服从命令，规范操作，保持甲板部维护保养工作有序进行。

To keep watch in port including loading and unloading, the Sailor are under the leadership of the chief officer to whom they should take responsibility for.Besides they will work according to the instruction the duty officers whom the duty officers should be responsible to.8.3 靠离泊作业时按水手长分配，在船首或船尾部参加系解缆作业；

During the berthing or un-berthing operations, participate in mooring and unmooring operations at bow or stern according to the assignation of the Boatswain.8.4 服从命令，规范操作，对水手长负责，完成甲板部的维护保养工作。

Chief Engineer 轮机长作为轮机部部门长，其安全管理的工作职责为：

As the head of the engine department, the chief engineer’s safety management responsibilities are as follows: 9.1 按船长指示，制订本部门SMS工作计划和实施措施，负责轮机部安全与防止污染管理操作；

According to the master’s instruction, formulate sector SMS work plans, implement relevant measures, and take charge of the management about the Safety and antipollution operations.9.2 负责船舶机电设备的使用、维护和修理，备件、物料、油料的管理； Be responsible for using，maintenance and repairing of ship’s electrical and mechanical equipment, management of spare parts, materials and fuel.9.3 负责修船时论据就设备的质量监控和验收； Command and superintend the operations of crew on duty or Be responsible for the quality monitoring and acceptance of the engine equipment when repaired.9.4 轮机部人员管理包括职责熟悉、培训、技术考核，机舱值班、安全与防污染管理，定期考核部门人员并提出处理意见；

The personnel management in the engine department includes familiarization responsibilities, training, assessing technology, duty in engine room, management on safety and pollution prevention, evaluate crew of engine department periodically and provide suggestions for settlement.9.5机舱火灾及水域污染时的机舱应急反应的现场指挥； 承担

Submit non-conformity report of deck department to master.9.8保证分管设备技术状态良好、图档资料完整有效，协助甲板部安全管理与防污染操作。Ensure the equipment and technology in charge in good condition, drawing information to be complete and effective, and assist the deck department on the operations of safety management and pollution prevention.9.9向船长报告发现的风险源。

Second Engineer 10.1在轮机长领导下，对轮机长负责，是轮机长的替代；

Instructed by the chief/second engineer, assist and superintend the operations of the repairmen on board.14.3 服从轮机长、大管轮的工作安排，带领日班机工搞好设备的维护与保养，；

Following the arrangement of the chief/second engineer, the No.1 motorman should lead motorman to take well charge of the maintenance for the equipment.14.4 有责保持机舱清洁，及时清除垃圾、污物；

设备良好，防止污染事故发生；

Instructed by the chief/second engineer, assist engineers taking well charge of the maintenance for the equipment and system, ensure the daily work running orderly and keep maintenance of equipment in good condition and prevent pollution incidents.15.3 有责保持机舱清洁，按机工长分派及时清除垃圾、污物；
