科学发展观的第一要义是发展，核心是以人为本。从西城统计的发展道路来看，就始终贯穿着发展和以人为本。从人员短缺、资金短缺、缺乏重视、无人问津的状态到今天的三级四制、经费充足、社会广泛关注，无不体现着西城统计日新月异的变化，这些变化中无不蕴含着领导层对科学发展观的实践应用。此次深入学习科学发展观正值建国60周年、“五四”运动90周年暨建团87周年，在这个重要的历史时期，我们年轻的一代就要主动肩负起与时俱进、创新图强，共建可持续发展、和谐社会的人生目标和时代重任！

作为新一代统计人，我们要明确自身的责任，珍惜所在的岗位，以科学发展为指导，做好本职工作，提高服务能力。在学习实践科学发展的过程中，我们首先要做到的是树立正确的学习观、保证有一个端正的学习态度。因为态度决定一切，而观念又决定态度，观念的形成直接对行为产生影响。就好比旧社会的婚姻，都是父母包办，儿女没有自主权，如果自由恋爱就会被众人谩骂为伤风败俗，一旦观念形成，态度就难以改变。因此，正确的学习观有助于我们深入领悟科学发展观的理念，有助于我们在处理不同情况、不同问题的时候，合理利用科学的方法，不盲目、不蛮干，讲方法、讲技巧，把实干、苦干和巧干很好地结合起来，提高工作效率，领悟统计工作的真谛。
